The Training Centre for Spanish Cooperation has hosted the ‘4th Intra-Regional Dialogue Forum on Alternative Development‘ in Ciudad La Antigua. The aim of the dialogue was to promote the exchange of experiences, identify lessons learned and work jointly on new approaches in the field of alternative and comprehensive development, such as gender mainstreaming. The event was attended by representatives from public entities and local organisations participating in the COPOLAD programme and was funded by the European Union and managed by FIIAPP.
This event closes the series of COPOLAD II meetings, initiated in 2016 in Colombia, which were followed by the ones that took place in 2017 in Bolivia and in 2018 in Peru, focusing on the same goals as this last forum.
The Deutsche Gesellschaft für Internationale Zusammenarbeit ( GIZ ), GmbH, and the Executive Secretariat of the Guatemalan Commission against Drug Addictions and Illicit Trafficking (SECCATID) jointly organised this COPOLAD Forum. The inauguration of the Forum also featured presentations by the SECCATID Executive Secretary, Juan Rafael Sánchez, the Head of the Delegation of the European Union in Guatemala, Steffano Gatto, and the Director of the Training Centre for Spanish Cooperation, Ignacio Ayala Andrés, among others.
In addition, at the meeting there was a presentation of the ‘Study on Institutional Capabilities and Exchange on Different Institutional Scenarios for the Implementation of Alternative Development’, to which the Governments of Guatemala, Paraguay and Peru all collaborated. This document analyses the institutional capabilities necessary for a country interested in launching an Alternative Development (AD) strategy to be able to consider doing so as part of its drug policy.
