The COPOLAD programme has been supporting dialogue for a decade between the European Union and Latin American and the Caribbean countries on drug policies through international cooperation.
In line with the EU Action Plan on Drugs 2021-2025 and the 2030 Agenda, COPOLAD III will continue to promote joint work between LAC and the EU based on the achievements of the previous phases. The programme reinforces the technical capacity of the National Observatories, offering a reinforced strategy to reduce the supply and demand for illegal drugs in Latin America and the Caribbean and facilitating a more balanced implementation of drug policies, based on more comprehensive and, therefore, more effective evidence.
In this phase, the project will pay special attention to gender perspectives. A gender and human rights-based approach will be integrated both transversally and with specific actions as priority elements for the programme.
The institutions involved in drug policies in Latin America and the Caribbean and drug agencies and security bodies in Europe will be present as participating members. The programme will also involve GIZ (Germany) and the EMCDDA (European Monitoring Centre for Drugs and Drug Addiction).
