The European Union’s Twinning programme, launched in 1998 to support public policy reforms in EU candidate countries, turns 25. The EU has completed more than 3,500 twinning programmes and has expanded the scope of the programme globally. Spain has carried out more than 350 in 34 countries, mobilising more than 5,000 civil servants. Ricardo Sánchez-Blanco, Deputy Director General RELEX and EU Trade Affairs and National Contact Point in Spain for Twinning, tells the history and benefits of this cooperation modality.
